Summary of Proposal

This function uses the current network parameters or the network parameters that are about to be updated, and the current cluster parameters for liquidation calculations, providing the current cluster liquidation time and the simulated cluster liquidation time, providing valuable information for DAO to update parameters and cluster owners to recharge cluster balances, and effectively reducing the occurrence of liquidation events in the SSV network.
